Through a review of this material, we can determine if any adjustments need to be made in our letters. We can assess whether the issues presented are being understood; whether the seriousness and implications of the issues are registering; and whether appropriate actions are being taken. We need to be continuously adjusting our approach and carefully examining the wording of letters to Congress in order to maximize effectiveness. Your responses are the only window we have into how to do this.

In reviewing the responses thus far, the most common response is "we will keep your views in mind should legislation about UFOs happen in the future." Essentially stating that debating the reality of UFOs is not a pressing issue for Congress. Our first letters were apparently not getting across that our primary focus is not only establishing the reality of UFOs and extraterrestrial civilizations visiting us. This has been irrefutably established through hundreds of highly credible witnesses willing to testify under oath before Congress with their direct knowledge and many with documented proof. Without their review of this new information brought to light, several have responded quoting outdated official government denial statements. In our new letters we are offering to bring them current with this subject by sending them a special one hour video along with documentation.

Beyond the UFO/ET issue surrounds very serious issues in which these testimonies are revealing illegal operations within our government structure which includes misappropriation of billions of dollars, the targeting and destruction of extraterrestrial spacecraft and their occupants, the expose of 50 years of suppression of derived advanced technologies that if released could have a profound positive impact on the current energy crisis, health care, pollution, and other environmental challenges. Is this important enough to warrant open Congressional hearings on? If the answer is anything but yes, then we are apparently not communicating these facts effectively.

The Outer Space Treaty of 1967 contains an undertaking not to place in orbit around the Earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction. There may be a day that outer space is used as a battlefield. I do not wish for that day to come, but I do not want our country to be caught unaware when it does. It is evident that this is an issue that affects American citizens and deserves careful consideration. I understand that the Disclosure Project calls for open, secrecy-free hearings on the UFO/Extraterrestrial presence on and around Earth. IF such hearings occur, I will carefully review the testimony while keeping your thoughts in mind. In your fax, you also mentioned your desire to keep space free of nuclear weapons as the weapons might be used against extraterrestrial civilizations. However, threats from rogue nations are a serious threat toward our national security. These threats demand a theater high altitude defense system and ultimately these weapons.     "The Administration is currently reviewing the technological feasibility of developing a national missile defense. Although it is too early to draw a definitive conclusion, it certainly appears that constructing a space-based system capable of intercepting Chinese or Russian nuclear missiles may not be feasible given our current technological abilities. Moreover, such a system might be easily evaded by the construction of new missiles or decoys at a rate and cost beyond our ability to meet with these additional defensive measures. Finally, establishing an NMD with this purpose in mind would be incredibly expensive, might potentially undermine our relations with these countries, or lead to a renewed arms race. A realistic missile defense system might specifically target small, extremist states, such as North Korea and Iraq. If so, we should focus our efforts on boost-phase defenses. Boost-phase defenses use ground-based interceptors to shoot down enemy missiles early in their flights and are very resistant to counter-measures and decoys. In addition, any program developed may be required to extend protection to our allies. Otherwise, a rogue nation could blackmail us by targeting London or Paris instead of Los Angeles or San Francisco. A national missile defense system must be approached cautiously and with careful attention paid to the possible diplomatic and financial consequences. for now, the Bush Administration will be best served by seeking international support for a realistic system and accept allied consultation on its design. This issue is highly controversial and many aspects of a proposed system have yet to be finalized. Please be assured that I will continue to keep your views in mind as I carefully review this issue."

I appreciate hearing from you on this important issue and understand your concerns. In the race to explore the unknown that is space, the United States has been a forerunner. Billions have been spent since the 1950s in an attempt to explore our universe. Currently, the international space Station (ISS) has been completed to the point that astronauts from all nations can live aboard it. This is the latest attempt to explore space. In these efforts to find other life forms, every precaution will be taken to ensure that both parties can grow from the meeting. Each year, Congress provides funding for several space exploration projects. In the upcoming months, I suspect that I will have the opportunity to consider the future of many of these programs as part of the legislation that provides funds for the National Aeronautics and Space Administration. Throughout these debates, you can rest assured that I will keep your thoughts about space exploration in mind and take action as appropriate. From my perspective, continued space exploration is the only way that we can discover more about the universe in which we live. In your correspondence to me, you also note your concerns about the effects that space-based weapons may have on space exploration and extraterrestrial events. As you may know, President Bush has signaled his desire to implement a system that my include space-based weapons as part of the National Missile Defense (NMD) system. The NMD is a system that has been pursued as early as the 1950s in order to provide america security against foreign threats. It gained widespread attention in the 1980s when then President Ronald Reagan launched a research and development effort into more extensive defenses. During the 106th Congress, the U.S. House of Representatives considered the issue of NMD on several occasions. Last year, for example, we considered H.R. 4, commonly called the Missile Defense bill. This legislation states that the policy of the United States is to deploy a national missile defense system. After careful consideration of all sides of this issue, I decide to vote for H.R. 4, which passed the House by a vote of 345 to 71 and was subsequently signed into law by former President Clinton. From my standpoint, rogue states such as North Korea, Iraq, Iran, Libya, and Syria have a long history of acting in unpredictable and often irrational ways. We cannot rely on the strategic measure that kept us a peace with the soviet Union throughout the Cold War to protect us from these nations. but because any NMD deployment must be subject to the authorization and funding process, Congress has an opportunity to review the technological effectiveness of a NMD and the actual national security threats that would warrant the deployment of NMD every year. At present, I remain doubtful that the technology would be effective if deployed and therefore will carefully review all requests for funding aimed beyond NMD research. Finally, you can rest assured that I will take your thoughts and views into consideration should I have the opportunity to consider any proposal that seeks to further expand NMD into space during the 107th Congress.     "Thank you for your letter on the rising costs of energy and the nation's overall energy policy. I share your concerns, and I appreciate the opportunity to respond on these important issues. The energy price increase in recent months have imposed serious and unfair burdens on individuals and families across the nation and it is essential for Congress and the Administration to respond more effectively to this challenge. I am deeply concerned that President Bush's current energy proposal falls short of providing the kind of effective policy the nation needs. The Administration's plan does not deal at all with the current short-term crisis of energy costs. Its long-term policy is tilted heavily in favor of the oil and gas industry. It would ease restrictions on oil and gas development on public lands, open up the Arctic National Wildlife Refuge for drilling, reduce restrictions on power plant emissions, and invest heavily in nuclear power- while also shortchanging the essential roles of improving energy conservation and improving energy efficiency in meeting the country's future energy requirements. I look forward to working with my colleagues in Congress on addressing the nation's energy policy.     "UFOs and extraterrestrial life forms alleged to be present on Earth are matters no longer being investigated by the Defense Department. From 1948-1969, the Air Force did conduct investigations under several program names, the last of which was Project Blue Book. The decision to discontinue UFO investigations was based on a number of factors, including reports and studies by the University of Colorado and the National Academy of Sciences, as well as past UFO studies and the Air Force's two decades of experience investigating UFO reports. As a result of these investigations, studies, and experience, Project blue Book concluded:

    • No UFO reported, investigated, and evaluated by the air Force has ever given any indication of threat to our national security
    • There has been no evidence submitted to or discovered by the air Force that sightings categorized as "unidentified" represent technological developments or principals beyond the range of present-day scientific knowledge.
